Amb. Khalil has MA in International Relations, University of Syracuse, New York, USA, B.Cs in Political Science and Economy, University of Khartoum, Sudan, Diploma in EEC-APC Economic Cooperation, Instit. of Public Administration, IAP, Paris, France and Diplomatic Studies, Instit. of Public Administration, Khartoum, Sudan.

Is the Head of the CEWARN unit in charge of policy formulation, overall administration, accounting and budget, keep IGAD fully informed of the developments at CEWARN, on mandated issues, liaises directly with Director of Peace & Security Division, work with Donors and Friends of CEWARN to raise funds for the mechanism and report to CPS and TCEW through Director, Peace & Security Division.

Peter Otim, Conflict Analysis Officer

Mr. Peter Otim has an M.Phil in Social Anthropology from University of Bergen, Norway and holds a BA in Social Sciences, University of Makerere, Uganda.

He is the focal officer for data analysis—including the development of larger scale analysis based on trends. He also monitors and analyzes developments and dynamics in crisis situations while ensuring the creation of possible scenarios based on the conflict analysis studies.
