REGIONAL LEVEL
1. Committee of Permanent Secretaries (CPS) Provided for in Art9 (2) and 10 of the Protocol, it is one of the regional structures of the early warning unit made up o PS of Ministries of Foreign Affairs, the Executive Secretary and Director of Political Affairs and CEWARN as ex-officio members. Meeting at least twice a year, its responsibilities include:- · exchanging information on conflict and early warning · report and make recommendations to the IGAD Council on
2. Technical Committee on Early Warning (TCEW) Is a coordinating arm of the mechanism, established under articles 9 (6) of the Protocol. It is made up of heads of National Conflict early Warning and Response Units (CEWERUs), and representatives from civil society and research institutions and CEWARN. Reporting to the CPS their functions are contained in art. 3 of the Protocol and include:- · promote cooperation between CEWERUs , civil society and CEWARN unit · review the protocol periodically and recommend amendments where necessary · review consultative reports of the various mechanisms of CEWARN
3. CEWARN Is the administrative arm of the Mechanism, whose functions cover both early warning and response. Contained in Art 5-7 of the Protocol, its functions include:- · establishing networks of cooperation among member states · create and manage database on information on early warning and response · develop close cooperation between CEWERUs, providing technical assistance and other support as required
NATIONAL LEVEL
1. CEWERU Established in suitable locations within relevant ministries in member states and are usually consist of a steering committee, a focal point and local committees. Art 11 (3) lists the members of steering committee who include security personnel, MPs, civil society representatives among others. Their functions are to :- · collect information, review and analyze on early warning and response · liaise with civil society at grassroots level · formulate response strategies and prepare reports as required. They communicate information gathered and analyzed to the CEWARN Unit.
2. National Research Institutes These are non-governmental organizations selected based on established criteria and contracted by CEWARN assist in the setting-up and management of information collection networks consisting of Country and Assistant Country Coordinators, production of analyzed reports using the field reports and provide support in coordinating work of CEWERUs
LOCAL LEVEL
1. Local Committees The committees are expected to bolster response activities within Member States. Local committees (or local peace committees as they are sometimes referred to) are made up of representatives from both government and non-government officials. Some of their functions include:- · establishing modes of collecting information, sharing and dissemination · sharing of resources by creating partnerships in peace-building activities · conducting awareness raising and publicity campaigns
2. Field Monitors
Located at the field level, field monitors are members of communities who are given the responsibility of collecting and reporting relevant open source/public domain information from the specific area of the cluster he/she is stationed in – his/her Area of Reporting (AOR). Coverage area of each FM depends on the size of the area covered and its heterogeneity. |

The Conflict Early Warning & Response Mechanism of IGAD |

In order to capture the diversity and linkages of the regional actors in conflict, CEWARN operates at three levels: local, national and regional. While the latter provides the necessary foundation for a regional conflict early warning mechanism, cooperation is essential with other mechanism at lower levels for the entire systems to function effectively. As such the following is the structure and organization of the CEWARN Mechanism: |
